Voluntary Product Accessibility Template

The purpose of the Voluntary Product Accessibility Template is to assist Federal contracting officials in making preliminary assessments regarding the availability of commercial Electronic and Information Technology products and services with features that support accessibility. It is assumed that offerers will provide additional contact information to facilitate more detailed inquiries.

The first table of the Template provides a summary view of the section 508 Standards. The subsequent tables provide more detailed views of each subsection. There are three columns in each table. Column one of the Summary Table describes the subsections of subparts B and C of the Standards. The second column describes the supporting features of the product or refers you to the corresponding detailed table, "e.g., equivalent facilitation." The third column contains any additional remarks and explanations regarding the product. In the subsequent tables, the first column contains the lettered paragraphs of the subsections. The second column describes the supporting features of the product with regard to that paragraph. The third column contains any additional remarks and explanations regarding the product.

(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. Hotkeys, function keys and the use of numerical keypad as a mouse can all provide control to invoke the commands, without the use of a mouse. MS Windows operating systems are executable from a keyboard.
(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Supported due to the features of MS Windows operating systems. Standard applications and peripherals are tested with the Accessibility Features activated. Accessibility features of MS Windows operating systems are not disabled or disrupted by industry accepted applications.
(c) A well defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that Assistive Technology can track focus and focus changes. Some MS Windows operating systems provide the ability to set the "Snap-To Default" in the mouse options from the control panel. With this feature active, the user is able to maintain the desired focus in the active window. Additionally, the cursor size, Icon, motion, visibility and direction can all be set to desired qualifications from the control panel options for the mouse. The "Snap-To" feature also allows a screen reader to follow the focus of the cursor and read screen elements. Other MS Windows operating systems also provide similar features. MS Windows operating systems provide well defined focus with text and highlighting.
(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to Assistive Technology. When an image represents a program element, the information conveyed by the image must also be available in text. MS Windows operating systems have self-contained screen readers. Additional add-on assistive technologies are available for screen reading. MS Windows systems also provide for Icon images with associated text, as well as "Tool Tips' and "Pop-Up" windows with text. This paragraph requires that information that can be delivered to or received from the user must be made available to assistive technology, such as screen reading software.
(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. MS Windows operating systems support this requirement. Bitmaps are used consistently throughout MS Windows operating systems.
(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. The MS operating system is the "core" computer software that controls basic functions, such as receiving information from the keyboard, displaying information on the computer screen, and storing data on the hard disk. MS Windows operating systems provide textual information.
(g) Applications shall not override user-selected contrast and color selections and other individual display attributes. Color and contrast selections can be made and retained by individual users. MS Windows prohibit applications from overriding user selected contrast and color selection. MS Windows operating systems do not override user contrast and color settings.
(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. MS Windows operating systems support this requirement by allowing the user to set the animation feature to "None". MS Windows operating systems provide information in non-animated mode.
(i) Color-coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Texts and shapes are used in addition to color coding. MS Windows operating systems donot use color as the only means of conveying information.
(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. MS Windows operating systems provide a variety of color and contrast settings that can be initiated by individual users through the control panel options, for display settings. MS Windows operating systems provide a variety of color and contrast settings.
(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. (a) All mechanically operated controls and keys shall comply with Û1194.23 (k) (1) through (4). See Below. All mechanically operated controls and keys shall comply with §1194.23 (k) (1) through (4):
(k1) Controls and keys shall be tactilely discernible without activating the controls or keys. Standard for all desktop keyboards are geographical markings on the "J" "F" and the "5" on the numeric keypad. Key size variations for caps lock, shift, enter, ctrl and standard key locations are provided. On laptops geographical markings are found on the "J" and "F" along with key size variations. Controls located on the faceplate of the desktop include, as a minimum, the power switch, the floppy disk eject button and the eject button and control keys for the DVD drive. Additional eject and control keys may be present if a Zip drive, Jazz drive, CD-RW drive, speakers or tape drive is installed. All control keys are unique and tactilely discernable. All keys are discernable without activating the function. Controls and keys should be tactilely discernable. Controls and keys fall into two distinct categories. There are those associated with the keyboard and mouse and those located on the faceplate of the desktop.
(k2) Controls and keys shall be operable with one hand and shall not require tight grasping, pinching, or twisting of the wrist. The force required to activate controls and keys shall be 5-lbs. (22.2 N) maximum. For the keyboard, Microsoft Accessibility features allow for StickyKeys to be enabled, which allows one hand operation, as well as adjustable repeat and delay rates. Adjustments are available for the mouse within MS Windows to select single /double click, control double click rate, control cursor motion and acceleration. All controls and eject buttons on the faceplate accommodate individuals with limited dexterity by meeting the 5 lb. maximum force requirement. None of the keys/controls located on the faceplate of the desktop require more than one hand to operate. None of these keys/controls require tight grasping, pinching or twisting of the wrist. Provides that mechanically operated controls shall be accessible to persons with limited dexterity.
(k3) If key repeat is supported, the delay before repeat shall be adjustable to at least 2 seconds. Key repeat rate shall be adjustable to 2 seconds per character. Key repeat rates and delay can be set in Microsoft Windows Accessibility Features, and can be adjusted up to 2 seconds. MS Windows features allow adjustable repeat and delay rates, up to 2 seconds per character.
(k4) The status of all locking or toggle controls or keys shall be visually discernible, and discernible either through touch or sound. Microsoft Accessibility Features in Microsoft Windows provide an initial audible "beep" when locking and toggle controls are activated. Keyboard lights are visible upon activation of the Num Lock, Caps Lock and Scroll Lock keys. Additional locking and Toggle control keys may be present if a Zip drive, Jazz drive, CD-RW drive, speakers or tape drive is installed. All locking and toggle controls and keys are discernible visually as well as through touch and/or sound. Status of locking or toggle controls and keys should be discernable visually and through touch and or sound.
(b) If a product utilizes touchscreens or touch-operated controls, an input method shall be provided that complies with Û1194.23 (k) (1) through (4). Our current offerings do not include touch-screen monitors. Keyboards provide equivalents for touch pads, hotkey functions and mouse functions activated through the keyboard and keypad. The touch-operated controls meet the requirements of 1194.23 (k) (1) through (4). This addresses the use of keyboards (not touchscreens) and other mechanically operated controls.
(c) When biometric forms of user identification or control are used, an alternative form of identification or activation, which does not require the user to possess particular biological characteristics, shall also be provided. User password and identification capability supports this provision. Requires that when biometric forms of identification are used, an alternative must also be available.
(d) Where provided, at least one of each type of expansion slots, ports and connectors shall comply with publicly available industry standards MPC uses publicly available industry standard ports and connectors (Serial, parallel, PS2, USB, etc.) on both desktops and laptops. Requires that products have standard ports and connectors. This means that the connection point on systems must comply with a standard specification that is available to other manufacturers.

Section 1194.31 Functional Performance Criteria--

(a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for Assistive Technology used by people who are blind or visually impaired shall be provided. The MPC systems are compatible with the MS Windows 2000 operating systems, which has the Narrator feature. MS Windows operating system is compatible with industry standard screen reader assistive technology.
(b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for Assistive Technology used by people who are visually impaired shall be provided. MS Windows provides a built-in Magnifier. Display options allow for large screen shots and Icon size. Audio cues are also available with the SoundSentry feature in MS Windows. MS Windows operating system is compatible with screen reader and screen magnifier assistive technology.
(c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for Assistive Technology used by people who are deaf or hard of hearing shall be provided. MS Windows and MPC computing systems are accessible by individuals who are hard of hearing or deaf. MS Windows Accessibility Options allows users to select visual alerts of any auditory indicators.
(d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. MPC systems are equipped with ports for headsets and speakers with volume controls. MS Windows Accessibility Options allows users to users to select visual alerts of auditory indicators.
(e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for Assistive Technology used by people with disabilities shall be provided. Systems are provided with a keyboard and a mouse, which can be used for operation. MPC products do not require speech for proper operation.
(f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. One-finger and one-hand operation is possible by activating the "StickyKeys" option, and/or the repeat rate control functions, within Accessibility Features. MS Windows operating system includes Accessibility Options for keyboard functions that support limited dexterity.
